初瀬門前町景観まちづくりの概要
日本各地に、旧街道沿いの宿場町や、地方の有力な寺社の門前町など、古くは中世以前からの歴史、あるいは神話の言い伝えをもつ小都市が多く存在しています。しかし、それら地方小都市の中には、過疎化・高齢化の影響を少なからず受け、まちとしての賑わいを失いつつあったり、商業の生業が衰退していった結果まちの中で暮らしていくことが困難になったりしている実情があります。
In various parts of Japan, there are many small city with long history, or the lore of mythology from the previous Middle Ages. Like post-towns along the old road, temple-towns developed near the gate of a leading temple or shrines of the local, it is a city group with the characteristics of the traditional and ancient japanese cities. However, it become difficult to continue live there little by little, because of the the effects of depopulation and aging. And the result the livelihood of commercial began to decline and they are losing the bustle of a town.
奈良県桜井市にある、長谷寺の門前町、初瀬（はせ）も例外ではありません。初瀬は万葉集にも「隠国（こもりく）の里、初瀬」と詠まれ、初瀬川の豊かな水と、人を包み込むような地形から、心のふるさととされてきました。中世以降、長谷詣や伊勢詣により多くの観光客で賑わい、門前町として発達してきましたが、近年、高齢化・観光客の減少と共に、空き家が増加し、かつての町並みが失われつつあります。
Nara Prefecture Sakurai, temple town of Hase-dera Temple, Hatsuse (Hase) is no exception. Hatsuse has called the "village of Komokuni , Hatsuse" since the name of the Hatsuse written on Manyoshu (japanese ancient poem book). With rich water of Hase river, special geographic situation encompassing the town, it has been a spiritual home town for the local people.Since the Middle Ages, crowded with many tourists by the pilgrimage of Ise-jingu shrine and Hase-dera Temple, it has been developed as a temple town. But in recent years, along with the reduction of tourists and aging, vacant houses has increased, and traditional street scape hase lost.
そこで、早稲田大学佐藤研究室は2009年度より、住民組織であるNPO泊瀬（はつせ）門前町再興フォーラムの景観まちづくり活動の支援を行っています。
まず、景観まちづくりに重要なポイントとなる提案箇所を選定し、現地のNPOメンバーとのワークショップを開催することで、まちあるき、地図づくり、課題や方策についての意見交換等を実施しました。それによって、景観まちづくりの推進にとって重要な地域資源活用の方向性やイメージ等を取りまとめました。
So, Waseda University Sato laboratory, we support of local NPO to redevelop the historical town scape and to revive communities' activities of the temple town sin 2009. First, we share the revival vision and direction of traditional townscape by utilizing the regional town resource, to promote scenery town development. Holding some workshops with the NPO members of local, we exchanged issues, developed ideas and strategies about the important view point in the city.
さらに、初瀬門前町の縮尺200分の1の模型にまちづくり提案を埋め込んだものの展示や、地域住民を対象としてまちづくりの方策を大きな地図に差していく「旗差しワークショップ」などを通し、より広く地域住民の意見を取り入れながら、まちづくりを行っています。
Since 2015, along the collaboration program between Nara prefecture and Sakurai city, we treating about the more concrete projects, such as designing pavement of public road and promoting renovation of vacant old houses base on the ideas gotten in some workshops. While broadly incorporating the local residents opinion, we continue the Machizukuri movement about amelioration of Town scape.
